Trail Network Plan

North Clackamas Parks and Recreation District is building a roadmap for a more connected community through a Trail Network Plan. This plan serves as a guide for creating safe and accessible pathways that connect neighborhoods, parks, schools, natural areas, and local destinations throughout the district.

Project Background

During the development of the NCPRD System Plan, community members made it clear that adding trails was one of the top priorities for the future of the district. To fulfill this need, NCPRD is developing a Trail Network Plan that will help identify:

  • New trail connections 

  • Improvements to existing trails 

  • Priority projects for near-term action 

  • Alignments for key future trails

Building on previous efforts, including NCPRD’s System Plan and Clackamas County’s Bike Walk Clackamas project, this work moves beyond visioning and focuses on turning ideas into action—creating a safer, more connected trail network for the community.

Project Area

The project covers the approximately 27 square miles within NCPRD’s service area, including portions of unincorporated Clackamas County and the City of Milwaukie. A number of trails already exist within the district, including the Trolley Trail, Rose Creek Trail, Oak Bluff Trail, and numerous additional trails and walking paths within parks.

Project Schedule

The Trails Network Plan will be developed between March 2026 – June 2027 with plan adoption anticipated in fall 2027. The project will include multiple opportunities for public input, especially in summer 2026 and spring 2027.

Get Involved

We want to hear from you throughout the project! This summer we’ll be collecting input on the project goals, types of trails you’d most like to see in the community, where you’d most like to see those trails, and any challenges that you have on current trails. There are multiple ways to participate and get involved.
